Organize around reader questions

Use headings that reflect the decision a reader needs to make. Identify the responsible person and a clear next action.

Revise and review

Shorten unnecessarily complex sentences, clarify ownership, and explain unfamiliar terms. Preserve substantive meaning and have proposed policy changes reviewed before publication.

Test understanding

Ask participants to answer practical questions using the policy. Define the scoring rules and participant selection in advance. Report the actual results, sample size, missing responses, and limitations.

No fixed comprehension improvement or guaranteed turnaround time is claimed. Readability measures are editing aids, not evidence of legal compliance or workforce impact.
